Sometimes weathd or less frequently spotd get ``stuck'' on
shutdown, and so a new system cannot start. The way to check if this is the
problem is with a ps call:
$ ps auxww | grep rotse
If old daemons show up in the process table, that's the problem! Try the following:
$ killrotse -dammit
And if that doesn't work, occasionally you just need to reboot the control computer.
